Jobs with large required resources blocking others from running

Say I have 3 jobs,

Job A - 49 Resources
Job B - 51 Resources
Job C - 51 Resources

And I want 'A' to be able to run next to 'B' or 'C', and if there is space available, to run two 'A's at once. However, I never want two 'B's or 'C's running at once or 'B' and 'C' at the sametime.

My problem is that if I have a 'C' running and there there's a 'B' on top of my queue with a bunch of 'A's under it, the 'B' blocks the 'A's from running even though there are enough resources left.

That is by design. You can use the "priority boosts" to change the order in which jobs are queued.
