Part 27 is corrupt. I've downloaded and messed with it 5 different times...

I finally had time to look at the file, and found some settings, that will at least, give you a start.
They are not 100%, because of the aspect, and I'm not used to dealing with European PAL TV shows...but
It's about 85%. I tried to get it better than that, but too many portions of show got marked as commercial, and I think you'd sooner have the odd commercial included, instead of missing parts of the show.

Am I missing a setting or something?

Yes to both questions.

My best settings so far for UK Channel 4 via analog TV are as follows

Longest Possible Commercial Segment = 420
Longest Possible Individual Commercial = 120
Shortest Possible Commercial Segment = 74
Shortest Possible Show Segment = 33

Length Too Long = 1
Low Probability Length = 1.4
Length Too Short = 1
